In php script, if echo "<a></a>" it render as html elementas we understand it, but when doing in php, $str=htmlentities("<a></a>"); then $str=html_entity_decode($str); $str is not equal to "<a></a>", $str is string. why that is not HTML element

Take a look at the "Close Request Pending" box at the top of the thread.
It looks like you included your own comment as one of the selected answers.
Anytime an author selects his/her own answer or attempts to delete a question, there is a four-day delay which allows any participant a chance to object. So as it stands, the Experts will recieve points as intended, but it will take four days instead of happening immediately.
If you want the points to be assigned immediately, post a comment using the "Object" button (not the Submit button). That will make your regular question closing buttons available again. At that point, if you close the question *without* including any of your own comments, the points will be awarded immediately.
