In php script, if echo "<a></a>" it render as html elementas we understand it, but when doing in php, $str=htmlentities("<a></a>"); then $str=html_entity_decode($str); $str is not equal to "<a></a>", $str is string. why that is not HTML element

After study, I found there is API function Rasdai() to connect internet . Since I am not using modern and
I am using one device call ADSL provdied from my ISP provider, and I just need
to input user@ispcompany.com and passwd can connect into internet in Window vista's connection
diaglog window without typing any phone number, phonebook list. Now I would like to do it in VBA.
What I have just username@ispcompany.com, passwd, and Ip address:218:102:111:43
and Subnet Mask 255.255.255.255 and Default Gateway:0.0.0.0 which is shown from
command ipconfig in Windows.
Is it possilbe to connect internet through the information above and RasDial() API ?
