Y-position of the mouse cursor

Download/Open file path in Windows Vista

you click file menu and open key or dowload popup windows when you click donwload bar in the wbesite . Both will givie you default directory path to save the file you want to open or save
I want to know in Windows Vista system, how to set those default directory path.
In Micrsoft-office, like in excel, they allow you to change theose default setting.
But for other program or website dowloading (not Miscrosoft application) , where I can set it so that
it will be easier for me when I write some VBA automation dowload program if I can set default path
in my program by shell/cmd to change dowload path default path in advance that I don't need to
click my target path everything time
