ISP and Webhosting

for connecting internet WWW web world through its wide-band modern , and now I also apply one domian name webhsoting
such as co.cc webhosting commandy that is another company to charge me for month service.
I am question whether this both company 's function is same. Whether I pay double fee for
similar server ?
THe internet network is belong to who, Coud I directly connect to internet if I have right server,
OS plation, right modern ? ANd the internat organization is also charged or giving license to
those two companies to sals its service so they will need to charge its customer evey month.
Where is website for internet organization in this world so I could know btter the www
Just curious why there is too many month fee just connect to www.

I forgot to mention ICANN (http://www.icann.org/) who is the overseeing body that controls the 5 Regional Internet Registries as well as many other issues of policy, etc. But again, you would not have occassion to deal directly with ICANN unless you served on some working group or became an executive with one of the RIRs.
