I have installed chinese window 7 version for a long but that is NOT what I want at the beginning
for installation. Now how can I get English version to replace existing chinese version of window 7
by simple change or download. Since a lot of database is already on my window 7 computer, I would like to switch it to English version with safe and free
Full download English window 7 version from MS is not good because of cost or pay

After checking on internet, it is "Home Premium"
So I may need to upgrade to Professiona and Ultimate version.

If you have Win 7 Ultimate or Enterprise you can change the DISPLAY language (not the system files) using the procedure given in this reference.
