In Visual Studio I opened up someone else sln file (see attached screen shot) but I cannot access any controls in the toolbox. Where are they?

You won't see anything in the toolbox while a code editor is focused (except code snippet that you could have pasted there).
Open the designer of the form and then you will see your controls. These controls are specific to the type of project you have (Windows, Web, WPF, Phone, ...)

Could you try,check or find this follows to see any change after reset ?
Tools (on the menu bar) -> Import and Export Settings -> Reset All Settings
