I want to use the svctraceviewer.exe tool to view svclogs. But i cannot find how to install/download this tool. I use Windows 8.1 pro.

Thank you for your comment. In your link I see a download for Windows 7. Actually I use Windows 8.1. Is there also an equivalent download for Windows 8?

You need to downwload Microsoft SDK,
http://www.microsoft.com/en-us/download/details.aspx?id=8279
The file exe program is at the following path after you installed SDK
C:Program FilesMicrosoft SDKsWindowsv7.0AinSvcTraceViewer.exe
